The FIHB General Assembly, the most-critical organ of Horse-Ball's international governing body, normally meets every year. The General Assembly makes decisions relating to FIHB's governing statutes and the method by which they are implemented and applied. It also approves the annual report, decides on the acceptance of new national associations and holds elections, most notably for the FIHB presidency. In the spirit of true democracy, each national association has one vote, regardless of its size or horse-balling strength.

The Bureau consists of a President, elected by the General Assembly every four years, 2 vice-presidents and until to 13 members, appointed by members associations. It meets at least twice a year, with the mandate for each member lasting four years, and its role includes determining the dates, locations and format of tournaments, appointing FIHB delegates to the FEI and electing and dismissing the General Secretary on the proposal of the FIHB President.
